Step 1Assess and Inventory

Before moving anything, build a complete picture of your existing environment. Document every application, database, dependency, and data volume. For each one, record the owner, business criticality, peak usage patterns, and compliance requirements. Identify which workloads are ready for the cloud today and which need more preparation. This inventory becomes the foundation of your migration plan and helps you set realistic timelines and budgets.

Step 2Choose the Right Strategy

Not every workload should move the same way. Industry practice groups migration approaches into six strategies, commonly called the Six Rs: Rehost, Replatform, Refactor, Repurchase, Retire, and Retain. Rehosting is the fastest path for stable applications, while refactoring delivers the best long-term value but takes longer. Choose honestly, workload by workload, based on business value and effort.

Step 3Put Security First

第三步:安全優先

Plan security before you move any data. Define roles in your new cloud environment and apply the principle of least privilege. Enable encryption for data at rest and in transit, enable multi-factor authentication for all administrative accounts, and configure network isolation between environments. If your workloads process personal data, design your controls from day one to satisfy the Hong Kong Personal Data (Privacy) Ordinance (PDPO), including keeping data within Hong Kong data centers.

Step 4Plan the Data Transfer

Choose your transfer method based on data volume and time available. For large datasets, run an initial seed transfer during off-peak hours, then sync incremental changes until cutover. Verify bandwidth, latency, and associated transfer costs before you start. Never copy production data during busy periods, and agree on a cutover window that always leaves room for rollback if something unexpected happens.

Step 5Test Thoroughly

Run a full pilot migration to a staging environment before touching production. Validate application functionality, data integrity, performance, and security controls against a documented checklist. Test your rollback playbook as well, because the ability to restore the previous environment instantly is your safety net. Only proceed to production when every staged test has passed.

Do not attempt a big-bang migration. Move non-critical workloads first, learn from each wave, and apply those lessons to the next. Use automation and configuration-management tools to keep every migration consistent and repeatable. Communicate the timeline clearly to users, and keep a dedicated support channel open throughout the process.

Once production workloads are live, verify the cutover, confirm backups are running, and monitor performance closely for the first 72 hours. Then shift to optimization: right-size your resources, tune auto-scaling policies, and review costs against budget. Finally, document the new environment thoroughly so your team can operate and improve it independently.
